Hallock Northcott
Executive Director & CEO
Kensington, Maryland

At the Foundation, Hall speaks for and directs our Board of Trustees broad strategic initiatives. His role is built upon a career integrating diverse multilevel advocacy, association executive operations, legislative and regulatory representation, international trade relations, public/ private interface, outreach communications, financial management and community service. Each has been vital in the 4 years since his enthusiastic return to public service from a highly premature retirement. He credits much of the ongoing progress to Foundation Office Manager, Ruth Holmes.

Professionally, Hall has had the opportunitty to integrate experience as a Fortune 50 corporate executive (2); international trade association executive (2); federal agency public servant (2); and Congressional staffer, including Chief of Staff.

In the world of trade associations, he most recently served as President and CEO of AAEI (American Association of Exporters and Importers). Here, his team and industry volunteers rapidly built targeted global legislative, regulatory, stakeholder, media and professional education leadership following 9/11 and into long term Homeland security, transportation and international trade policies and programs. Earlier, as Vice President of TIA (Travel Industry Association), he drove regulatory oversight, legislative strategy and public policy outreach in highly successful domestic and international advocacy efforts. These efforts culminated in major legislative and regulatory victories creating new federal programs and industry sector guidance roles.

Earlier, Hall brought international trade and domestic policy expertise to senior management roles with Panasonic, as GM and Director of Government and Public Affairs and 3M, in managing industry relations and policy advocacy, as well as two boutique public affairs advisory firms.
Public service in Washington began on Capitol Hill as a Legislative Director (LD), Research Director (RD) and Joint Caucus Chief of Staff (COS). Multiple volunteer management, public policy and advocacy roles have been ongoing. He continues guidance and outreach for several diverse national, state and local enterprises.

As a frequent, and repeat, public speaker, Hall targets building real world policy solutions and understanding issues with fun and facts. Guest university lectures, major policy updates, press conferences, strategic programs, picnics and local town halls are equally in his ballpark.

Hall and his wife, Karen, live in Kensington Maryland. They are supervised by canine leadership – Lady D – and multiple family members.
